USA-On Monday, President Biden signed an executive order focused on artificial intelligence, utilizing the authority of federal agencies and invoking extensive emergency powers to harness the potential and address the associated risks of what he referred to as the "most significant technology of our era." He emphasized “Artificial intelligence is ubiquitous, and to unlock its potential while mitigating its risks, we must establish governance for this technology."

This order represents an initial measure designed to guarantee the trustworthiness and utility of AI, rather than its potential for deception and harm. It is expected that this order, likely requiring further support through congressional action, aims to guide the development of AI in a way that allows companies to benefit from it without compromising public safety.

The executive order encompasses fresh safety guidelines, which encompass the obligation for companies developing models that have the potential to seriously jeopardize national security, economic stability, or public health to inform the federal government during the model's training process. Furthermore, these companies are required to share the outcomes of all safety assessments. Additionally, the Commerce Department will be responsible for creating guidelines related to content authentication and the application of watermarks to label AI-generated content.

Additionally, the Commerce Department is directed to provide guidelines for labeling and watermarking AI-generated content to facilitate the distinction between authentic interactions and those produced by software. This comprehensive order addresses a wide range of concerns, encompassing issues related to privacy, civil rights, consumer safeguards, scientific research, and the rights of workers.
